In Chapter 1191, Biblo told Chopper that in a hidden back room, there’s a box passed down through generations containing a ‘letter’ and some ‘tools’ — and that Chopper must open it. This quietly set up one of the Elbaf arc’s most intriguing mysteries.

As we’ve explored in our theory about Mosakun being Shirahoshi, the Elbaf arc is dense with Fishman Island homages. Oda has been deliberately mirroring that earlier arc throughout Elbaf.

Given that pattern, Biblo’s ‘letter’ and ‘tools’ are very likely another Fishman Island homage — and that opens up some fascinating possibilities.

Speaking of Fishman Island and “Letters”

When you think ‘Fishman Island’ and ‘letter,’ one thing comes to mind immediately: Joy Boy’s apology letter written on the Poneglyph.

Joy Boy’s apology was almost certainly addressed to the previous Mermaid Princess. Our theory is that it stems from a love triangle involving Im — romantic entanglement that ultimately led to tragedy.

So could Biblo’s inherited letter also be written by Joy Boy? It’s a strong possibility given the thematic parallel.

If so, its contents likely reveal the cause of the great war 100 years ago during the Void Century — which would dramatically accelerate the endgame narrative.

The Secret Medicine Inside the Treasure Chest?

Biblo urged Chopper to open a massive treasure chest immediately. The urgency implies the timing matters — this isn’t just a passive inheritance.

If this is a Fishman Island homage, the chest could mirror the Tamatebako — the legendary treasure box from that arc. The original Tamatebako contained a medicine that granted temporary power at the cost of lifespan. Hody stole it, and the chest was eventually rigged to explode.

If Biblo’s chest contains a power-up medicine — something like a super Rumble Ball — Chopper would be the natural recipient given he’s present at the opening.

Both Chopper and Robin are on the scene, and notably, neither has awakened their Devil Fruit yet. This could be the moment.

We’ve previously theorized that Chopper’s ultimate form might be Cernunnos and Robin’s might be Hecatonkheires. A catalyst like Biblo’s medicine could trigger exactly those awakenings.

Or Ancient Weapons

If the chest has been passed down for generations — potentially since Emet’s creation 900 years ago — what’s inside could be an artifact from the Ancient Kingdom era itself.

Ancient science far surpasses even Vegapunk’s level. Emet was built with that technology, and we’ve been told explicitly that modern science can’t replicate it.

If the box contains weapons or devices from that era, that’s also a perfect Fishman Island homage. Because Fishman Island is precisely where Franky General was first unveiled.

Franky General — the Brachio Tank V with Commander Chopper on top — made its debut on Fishman Island, and it became one of the arc’s most memorable moments.

So if Biblo’s chest turns out to contain an ancient weapon or weapon-like device, there’s a real chance we get to see Commander Chopper make a triumphant return — and this time with something far more powerful than Franky General.
